NEPASI
Network of European Public Administration Schools and Institute

General information
Association of National Schools and Institutes was founded in November 1998 and comprises national institutes and schools established by state authorities for securing tasks in the area of training of public administration officials.
Currently members of the Association are:

Institute for Public Administration joined the Association in March 2003 as well as the Bulgarian IPAEI. The Association was also a platform, where an idea to realize the project „Identifying and Validating Competencies of European Officials“ launched and in this project INA, SSAI, ENA, IPAEI and ILA were involved.
Among founding members belong German, Spanish, Italian, Austrian, Portugal and French organization, the Greek and British accessed in 2000.
Due to the fact that at the last meeting in 2003 also representatives of Spanish Instituto Nacional de Administración Pública (INAP) and French Ecole Nationale d‘ Administration (ENA) were present and actively participated in discussions, they were also invited for this year’s meeting.
The last meeting took place on 15th – 16th September 2008 in the training centre of the Institute for Public Administration in Benešov. The reason for hosting the meeting by IPA was that according to the Association agreement participating members should meet at the conference at least once in 2 years, nevertheless the pre-last meeting took place in 2003 and since then nobody took the initiative to organize the other meeting.

The crucial topic of the 2008 meeting was the future heading of NEPASI. The next meeting has not been scheduled yet and this mainly due to large changes that member institutions are facing.

Following commitments and topics of cooperation result from provisions of the agreement:

  • plan and organise training and cultural events with respect to their institutional responsibilities as well as to start – where possible- joint projects within the framework of programmes for central and eastern European countries
  • organise a symposium on relevant topics yearly 
  •  support exchange of information and cooperation concerning common interest respecting training methods, training documentation, research activities and publication
  • contributing to the data bank and bibliography of own libraries
  • conference once in two years period
  • establish a commission to decide about executing programmes

Participation in the Association is free of charge, working language is English.
 

ENTO

Institute for Public Administration Prague is member of ENTO - European Network of Training Organisations for Local and Regional Authorities.
ENTO was established in January 1995 by Council of Europe and currently has 42 members from 22 countries. ENTO organises two seminars each year. These seminars are focused on topical issues regarding to training, management and development of local and regional authorities.  ENTO also publishes a newsletter where you can find all network activities.
