It is possible to rank the participation of the Institute in the European project to train European officials among the most prestigious achievements of the recent history of Institute’s international cooperation and it was also positively perceived by European Commission. 

The Institute cooperated on the project with official title “Identifying and Validating the Competencies of European Officials – The Road to a Joint Training” with institutions from Italy (La Scuola Superiore dell‘ Amministrazione dell‘ Interno - SSAI), Portugal (Instituto National de Administracao - INA), France (Ecole Nationale d’Administration - ENA) and Bulgaria (IPAEI - Institute of Public Administration and European Integration). The main sense and objective of the project was to find joint criteria, aims for the realization of a concrete type of training of officials from European countries, which will be showing same parameters in participating countries. The primary objective was to find joint competencies of officials, who work in various European countries in same or similar areas. After consultations of Institute’s representatives with experts in the given issue, a list of important competencies, which officials in five selected areas should dispose of, was created. These areas were reflecting following topics : Management of “main events“ and crisis, Management of right for asylum, Evaluation of public administration services, Management of European funds, Problems of free movement of persons.

 This list was afterwards compared with lists which were brought to the meeting of partners by representatives from other countries. The following joint proposal submitted by this workgroup became a basis for creation of the binding catalogue of competencies of European officials.  

     Simultaneously with the above described stage also the second analytical stage, which task was to consider the solution used for validation of skills, proceeded within the project. So the purpose was to find a solution’s specification used in partner countries (eventually other EU countries) with the aim to confirm skills gained by non-formal and informal ways of learning. The following phase brought an insight of a general proposal of events for the recognition of skills of European officials.

     All realization works within the project ended on 31st March 2007. In December 2007, Education,Audiovisual and Culture Executive Agency (the evaluation body of European Commission) finished its evaluation and found the project beneficial for Leonardo da Vinci programme. It pointed out well elaborated products fulfilling needs of the target group in all participating countries and recommended to develop contacts with other national universities in various countries and to offer them the utilization of five training modules developed in the project. It also proposed, that five modules could be a good basis for a project within “Transfer of Innovations” Lifelong Learning Programme – Leonardo da Vinci, which could be developed in co-operation with other countries that are interested in project results. Based on this recommendation, the Institute in cooperation with current and new partners elaborates the proposal of the follow-up project, which will extend the previous one and enrich it of new modules.

Transfer of Innovation in Methodologies for European Officials: Follow up on a joint learning path

                                                                             

The project is focused on the training of public administration officials of EU member states. Target groups are officials of public administration of all EU member states – ministerial officials and self-government units’officials.  Based on the recommendation of Audiovisual Executive Agency of the European Commision to continue with dissemination and innovation of results and outputs of the previous project we decided to prepare its second phase. Institute acts as a project coordinator and the project’s time span is from October 2009 until March 2011. The project is being realized under the Lifelong Learnig Programme/ Leonardo da Vinci/Multilateral projects/Transfer of Innovation and is co-financed with EU funds by 75%.

The main aims and objectives of the project could be divided into three parts. Firstly, to innovate three training modules of the previous project and verify them in current and new European regions. These modules are focused on following areas:  Crisis Management, Right of Asylum, Free Movement of Citizens. Secondly, to identify competences in two new areas and create two new training modules by utilization of methodology established in the previous project and verify them on national and international level. These modules are focused on following areas: Integration of Vulnerable Groups, Active Inclusion. Training modules topics belong to socially crucial ones and were selected intentionally with the respect of need to solve such key issues. Finally, ICT supported form, which facilitates availability for potential users, will be created for all modules.

Four training institutions of public administration from four different EU member states participate on the project.  All these partners have been mutually cooperating for a long time and they are members of the Network of European Public Administration Schools and Institutions.

Main tangible outcomes are the map of competences and methodology of five training modules. Moreover, a lecturer‘s and tutor‘s handbook and study support for attendants will be designed.  Among intangible outcomes we can identify the extension of skills, competencies and attitudes of European officials in areas concerned.

The main impact of the project is enhancement and improvement of knowledge, skills and competences of European officials for given social areas.  Based on obtained competences, officials who attend training modules will be able to deal with situations and orientate better in particular area.
